What is a staff council?

Staff councils are the staff representatives in public institutions, including public corporations at federal, state, and local level, and thus also in the University of Veterinary Medicine Hannover Foundation.

In private-sector companies, the equivalent is found in works councils.

The legal basis for the work of all staff councils in Lower Saxony is the Lower Saxony Staff Representation Act (NPersVG).

The staff council of the University of Veterinary Medicine Hannover Foundation currently consists of 13 full members, 2 of whom are representatives of the civil servants.

The members of the staff council are regularly elected every 4 years by the employees to be represented.

 

Who is represented by the staff council?

All employees are represented by the staff council of the University of Veterinary Medicine Hannover Foundation. This does not include professors, guest lecturers and part-time staff.

 

What does the staff council do?

To carry out their duties, the legislator has given the staff councils certain rights to information, co-determination, participation, and other rights of involvement in the NPersVG.

One of the most important tasks of the staff council is to monitor laws, collective agreements, service agreements and other provisions that grant rights to employees.

 

Matters subject to co-determination are in particular:

  • Recruitment.
  • Dismissals (except for extraordinary dismissals and dismissals during the probationary period).
  • upgrading and downgrading.
  • granting or refusal of salary advances.
  • conclusion and amendment of service agreements.
  • duration, beginning and end of daily working hours including breaks.
  • ordering of overtime and extra hours.
  • implementation of vocational training and education.
  • appointment of company doctors, safety officers, etc.
  • regulating order in the workplace and the conduct of employees.
  • measures to prevent accidents at work and other damage to health.

This list is not conclusive, it is only intended to give an overview of the range of codetermination possibilities.

Consultation with employees is an important part of the work of the staff council.

 

Publications

The staff council obtains a range of publications that are important and necessary for its work. In consultation with a staff council member, all employees have the opportunity to consult these publications and obtain information.
